This article addresses possibilities, problems and prospects of the ever-growing methodology of case-oriented policy research. Case-oriented study focuses usually on small N cases, is one of key qualitative research methods, and intends to develop and construct causal explanation deeply involved in cases, which quantitative or variable -oriented research cannot provide. Case-oriented researches are diverse depending upon level of explanatory theorization, number of cases, and goals of case collection. A well-made case-oriented research, in fact, is difficult to make because of lack of data and documents, governmental labyrinth and inter-agency non-cooperation, and complex characteristics of policy problems. The empirical investigation of academic articles on policy issues from 2003 to 2008 revealed a remarkable underdeveloped state of case-oriented policy research: Case-oriented methodology articles are very few, and most of them are based on domestic single case rather than comparative or multiple cases, and local autonomy or local government journals relatively dealt with more case-oriented policy research articles than others. This paper suggests cases-oriented research should further develop comparative, multiple case researches which renders a better qualitative, theory-driven case research. And also a case -oriented research should be directed toward theory-testing. In addition, case-oriented policy research should incorporates a historical methodology, too.

The purpose of this study is to examine 2 questions; what is difference of public administrative reforms according to types of states and what makes this difference from the perspective of institutional characteristics. In order to ferret out these questions, this study is divided two parts. First, this study is categorized contents of public administrative reforms in 10 OECD member states (5 Anglo-Saxon states and 5 Continental states) into five reform types. Then, this study organizes institutional characteristics of states using classification criteria of state’s types and has employed the mixed systems approach to analyze institutional characteristics making differences among the states. The result of analyzing administrative reforms of 10 states has shown that Anglo-Saxon states mainly used market-type mechanisms but Continental states mainly used decentralization in public administrative reforms. The findings from the mixed systems approach confirm that legal system, administrative culture, relationships between state and society, and party systems are important institutional characteristics making differences.

Since 1980s, many scholars and practitioners have focused attention on the issue of legitimacy in public management and administration. The issue of legitimacy has been focused for resolving public conflict in Korea. The purpose of this paper is to examine the legitimacy of public administration in the context of administrative state. In this paper, we review big debate of legitimacy of administrative state and introduced importance of deliberation in the context of deliberative democracy. We also examine the opportunity and possibility for applying public deliberation to Korean society. Our paper demonstrates that deliberation contributes to legitimacy, leads to consensus for conflict resolution. Finally, our paper shows power of deliberation for public conflict and the limitation of public deliberation in reality.

This paper is intended to compare the accounting reform of U.S. local government with that of Korean local government. To compare the accounting reforms, this paper adopts the notion of institutionalization insight which is based on new institutionalism. It begins by identifying institutional legacy, examining the process of the institutionalization, and looking into the result of the institutionalization. There are significant differences between countries in the institutionalization. The accounting reform of U.S. local government was gradually carried out by new contents which were partly added to an existing system. While the accounting reform of Korean local government was introduced on the critical juncture and the onrush of new path began. Comparing with the case of U.S. local government, there are still some weak points in that of Korean local government. In order to make up for these weakness this research suggests several points: cultivation of government accounting experts; adoption of conceptual framework for government financial reporting; preparation of financial statements for individual accounting entities; enhancement of audit quality to support high quality financial reporting.

As global competition surrounding governments`` water-supply services heats up, it is a challenging national policy for local governments to buildup competitiveness of metropolitan water-supply services. From a practical point of view, however, there are few arguments on it as much as its importance. Accordingly this paper explores some ways to strengthen local water-supply services of metropolitan cities in Korea using the evaluation report by Ministry of Public Administration and Security. First of all, even though some evaluation indicators are shown a little bit different between service agencies, seven metropolitan cities have similar level of comparativeness on the whole. Therefore, it seems that a more verity of operation systems to achieve international comparative advantage should be inevitably adopted. Moreover, from the results of comparing 7 metropolitan cities`` performance to general cities, counties and outsourcing organizations, this study finds that metropolitan cities which have already attained ``economy of scale`` show much more good performance than that of other local cities over almost all indicators. However, in case of outsourcing organizations, it needs to be noticeable that they are almost on the same level with metropolitan cities although they are apparently placed at a disadvantage in managing water-supply service. Thus, metropolitan cities need to accelerate their efforts focused onto public-owned corporation.

Recently, the conceptual definition and the meaning of publicness have been the focus of lively discussion in the academia of public administration. This study attempts to concretize this discussion on publicness by applying the publicness to specific policy areas. For the analysis, this study refines on the concept of publicness into three dimensions - the formal, the substantial and the procedural. Then various situations of publicness can be surmised by whether each of these dimensions are present or not in each case. Based on this evaluative criteria, the publicness of cultural policy since 1990 in Korea can be characterized as the strengthened publicness in the formal dimension and the weakened publicness in the substantial dimension. In addition, although the prerequisites and institutional bases for publicness are there for the open communication within society, the procedural dimension of publicness of Korean cultural policy can be seen positively only with some serious reservation. This seems to reflect the situation in which the government seeks the role of an agent in the variety of spheres without functioning as a proper mediator to settle the conflicts of various interests and desires. This government failure leads to undesirable social situations, which can be solved only by the recovery of the political procedure and the functioning public sphere.

We could draw a policy implication which follows the linked discussion of culture and sports focusing on the Gwangju Asian Cultural Hub City and Universiade in 2015. First of all, we have to try to improve the awareness of Gwangju and change its image through the Summer Universiade in 2015. Secondly, we need to extend the scope of the cultural concept. Thirdly, the Universiade should be the chance where we can enjoy and experience culture and sports in our daily lives. Fourthly, we need to create the SummerUniversiade that is held in Gwangju-si as the ‘cultural’ Universiade. Fifthly, we need to focus on the cultural marketing. Sixthly, we need to have middle and high school student players achieve at least their lowest ability as academic students, not only force them to exercise as players. Seventhly, we have to construct a cooperative governance system based on Asian cultural centered cities and Universiade-related organizations. Eighthly, voluntary participation, like volunteers, and the private governance network should be activated. Lastly, as we see on the United Kingdom Sheffield city stories, strategic planning for the urban renaissance through a sporting event should be developed availably.

In past decades, the nuclear power debate has become widely acknowledged as one of the most controversial issues. Especially, the Fukushima Daiichi nuclear disaster has rekindled a long simmering debate in South Korea over whether nuclear power - with its expense, its waster, and its risk - is worth it. Advocates of nuclear power argue that nuclear energy is a sustainable source, which can reduce carbon emissions with lower costs. Opponents emphasize severe threats of nuclear power to people and the environment. However, the ceaseless nuclear power debate can increase public negative perceptions of risk, which make it difficult to understand the advantages of nuclear power. Considering the effect public opinion has on decision-making, it is necessary to develop various methods to facilitate public participation in decision-making processes. An appropriate decision-making system might give our society a chance to enhance the level of socio-political acceptance with regard to the use of nuclear energy.

This paper examines what factors contribute to welfare service utilization for the disabled in Seoul. Previous studies have mainly focused on characteristics of disabled individuals in understanding welfare service utilization for the disabled. But the paper considers characteristics of households and local governments as well as those of disabled individuals. For empirical estimation, it utilizes a binary probit regression model and uses the 2008 data from the Seoul Welfare Panel Study. According to empirical findings, characteristics of households(such as household income), characteristics of local governments(such as the number of staff working for welfare services for the disabled and whether a mayor was re-elected), and characteristics of disabled individuals(such as type and degree of disability) significantly influence welfare service utilization for the disabled. These findings strongly suggest taking into account not only characteristics of disabled individuals but also those of households and local governments in providing and delivering welfare services for the disabled.

This study was aimed at investigating empirical factors that exerted influence on satisfaction of volunteers who service in public sector. To achieve this, the study attempted empirical investigation for volunteers served in major public sectors in Busan area. The results were as follows. First of all, it was shown that the volunteers`` satisfaction of their works was 3.77 on average(5 point scale), the normal level. Among independent variables, it was seen that personal relationship was 3.84 on average, approaching the highest, whereas volunteer recruitment was 3.03 on average, marking the lowest. In the second, as a result of analyzing correlation to identify the level of relations between variables, it appeared that all of recruitment(.211), educational evaluation(.424), guidance and management(.328), reward(.297), appropriateness(.544), experience(.313), autonomy(.482), altruism(.394), and personal relationship(.546) had positive correspondences with the volunteers`` satisfaction at 0.1 level. However, the correlation with variables, which include age, education level, and income, did not show any meaningful sign. Thirdly, according to multiple regression analysis by input method that was conducted to investigate factors that exercised influence on volunteers`` satisfaction of their services, it was shown that the largest influence was the factor of appropriateness and then was held the factors of, in turn, personal relationship, autonomy, educational evaluation, altruism, experience, and religion. However, recruitment, guidance and management, reward, sex, age, and income did not had significant influence in the statistics.

The purpose of this study is to find out the effects of learning factors on satisfaction level with their college education of adult learners as a pre-child teacher. The result of this study are as follows: 1) Objective learning motivations affect college life adaptation 2) Hinder factors of learning affect self-efficacy and college life adaptation negatively 3) Self-efficacy affect college life adaptation and satisfaction level with their college education positively 4) College life adaptation affect satisfaction level with their college education positively 5)Vary with the age. This results suggest that in order to help adult learners to 1) Remove the factors that disturb their studies such as being burdened about paying tuitions, not having enough time to study, having hard time transporting back and forth between home and school, concerning about their learning ability, lacking social authorization of learning and lacking knowledge on how to apply concepts from their studies 2) Establish programs to enhance self-efficacy 3) Establish different services and maintenance systems regard with age.
